Abstract
The political and social discourse of constitutionalism was formed in Iran during the Qajar period, aiming to govern according to the rule of law. In the last years of the Qajar era, Iran's constitutional thought and national independence were threatened by the interference of foreign powers in Iran's internal affairs. The inability of the central government to maintain national independence also led to the emergence of local resistance in Iran. The Guilan Jungle Movement is an example of this resistance. The present research, carried out with a qualitative method and using the technique of content analysis, based on manifestos, press and historical narratives related to the Jungle Movement, seeks to answer the question: What idea or ideas in the field of governance, with what thought base, were presented by the activists of the said movement during the Uprising of the Forest (1915-1921)? As a result of this research, three ideas of government were proposed by activists of this movement: 1- Soviet Republic, 2- Constitutional Monarchy and 3- Council Republic of Iran. Among the aforementioned ideas, the idea of the Council Republic of Iran was the only model of governance that took into account the three propositions of national independence, Islamic identity and popular participation in governance. The idea of the Iranian Council Republic is an earlier version of the idea of the Islamic Republic.
